What is an Construction Certificate?

A Construction Certificate (CC) is an official approval required in New South Wales (NSW) before construction work can begin on a development that has already received Development Approval (DA).

A Construction Certificate (CC) is an official approval required in New South Wales (NSW) before construction work can begin on a development that has already received Development Approval (DA). The Construction Certificate ensures that the proposed building plans comply with the Building Code of Australia (BCA), local regulations, and relevant standards. It confirms that the project’s design, materials, and structural details meet safety, environmental, and engineering requirements.

A CC is issued by either a local council or a registered private certifier and is necessary before obtaining an Occupational Certificate (OC), which permits lawful use of the completed building. Without a Construction Certificate, construction cannot legally proceed, even if the development has been approved. To apply for a CC, developers or property owners must submit detailed building plans, engineering specifications, and other compliance documents through the NSW Planning Portal or directly to a certifier.
